About the role
The Business Systems Lead provides enterprise level leadership and governance of Council’s core business applications, ensuring they are secure, integrated, resilient, and aligned with Council priorities. Reporting to the Chief Information Officer, this role is accountable for business systems application strategy, lifecycle management, and vendor and investment governance.
Operating with a high level of autonomy, the role provides authoritative advice to senior and executive stakeholders, leads specialist capability, and influences whole of Council outcomes relating to business systems. The position plays a critical role in managing risk, enabling service delivery, and supporting Council’s digital and organisational strategies.
Role accountabilities include:
- providing enterprise leadership and governance of Council’s business systems application portfolio
- developing and maintaining application strategy, architecture, and lifecycle plans for mission critical systems
- establishing and enforcing application governance, standards, controls, and compliance obligations
- managing enterprise level risks associated with core business systems, including service continuity and data integrity
- leading vendor and contract relationships, including performance management and risk mitigation
- prioritising, planning, and delivering complex business systems initiatives
- leading, developing, and mentoring specialist staff within the Information Management team
- providing high level, authoritative advice to senior executives on business systems risks, opportunities, and strategic options.

About you
You are an experienced senior business systems leader with a strong background in enterprise application management within complex organisations. You bring a strategic mindset, strong governance capability, and the ability to translate organisational needs into sustainable digital solutions.
You have demonstrated experience developing application strategies, managing system lifecycles, and overseeing vendor and commercial arrangements for critical enterprise platforms. Your approach balances operational requirements, risk, compliance, and long term value.
You are a confident and credible advisor to senior leaders and executives, with the ability to influence decision making and outcomes. As a people leader, you are committed to developing specialist capability, building high performing teams, and fostering a collaborative and professional working environment.
A relevant tertiary qualification in information technology, computer science, or a related discipline is essential. Experience working within local government or a regulated public sector environment will be well regarded.
